National Alerting - US CMAS-ready platform

Velleros is pleased to be working with Dept. of Homeland Security Science and Technology and FEMA to bring highly reliable and commercially viable CMAS solutions to the carrier market to satisfy elements of the WARN Act. For more than two years, Velleros and its carrier customers have been utilizing critical elements of the impending CMAS architecture to deploy commercial revenue-generating notification solutions. One of these elements is the use of Common Alerting Protocol (CAP), an XML based data format for exchanging warnings and alerts between alerting technologies. CAP and its message structure are the fundamental source of Commercial Mobile Alert Messages (CMAM’s).

The Velleros platform embraces the latest in hardware and software architectures to exceed messaging and reliability requirements set forth in CMSAAC recommendations to the FCC. At the core of the platform is a patent pending system manager that manages each aggregation “feed” and all inbound and outbound protocols as pools of resources- regardless of the originating aggregation protocol or terminating delivery method (e.g. cell broadcast). The result is a very scalable and reliable architecture on which core content acquisition and delivery can be offered. From this core Velleros has architected the US CMAS application which aggregates and formats CMAM's received via the “C-Interface” for delivery into the MSC or BSC using cell broadcast. Velleros’ US CMAS application supports GSM and CDMA network cell broadcast over traditional TDM-based SS7 links or M3UA (SS7 over IP). To reduce costs associated with TDM transport and SS7 link expansions in the STP and switching network, Velleros encourages carriers to explore using IP based transport whenever possible.

The platform also supports patented network-aware throttling and policy management to control throughput and prevent overloading a network element or signaling links (IP bandwidth, SMS-C capacity, MSC/BSC throughput, etc). For example, if an Alert Campaign is generated with 100,000 notifications, all 100,000 are queued up in the database, and then they are released for delivery depending upon configurable policy management algorithms. The system management also takes into consideration the message type, prioritization and where the message originated as set forth in the CMAS recommendations.
